Human Resource Management Officers and Practitioners of Region X converged on May 22-24, 2017 at the Limketkai Luxe Hotel for the 2017 Regional Council of Human Resources Management Officers/Practitioners Congress.

Bannered with the theme Transformational Leadership: Effecting Change, Creating Inspiration, and Raising HR to Higher Levels”, HR Managers and Practitioners from the five (5) provinces of Region X are recipient of various learning topics presented distinguished speakers from the different sectors. Ms. Joanne Rose O. Alvarez, Administrative Officer V represented the Regional Office in the said event.

Day 1 of the event commenced with the inspirational words of the keynote speaker CSC Commissioner Robert S. Martinez delving on the theme transformational leadership as a buzzword and what is needed in the bureaucracy quoting the words of Nelson Mandela saying “What counts in life is not the mere fact that we have lived. It is what difference we have made to the lives of others that determine the significance of the life we lead”. He underscored that it is a type of leadership that INSPIRES, uplifts the potential of subordinates, and effect change by leading through good examples.
Arthur Luis P. Florentin, Executive Director IV of the Civil Service Institute of CSC Central Office opened Plenary 1 and 2 with the topics on Effecting Change, Creating Inspiration: Leadership through Employee Advocacy, Relations and Engagement; and Executive Coaching and Leadership. His presentation focused on recommended concrete activities an HR Manager/Practitioner may employ to ensure employee engagement which translate to a best possible civil service. Plenary 3 dwells on Innovation and Information Technology in Human Resource presented by Ricardo E. Rotoras, Ph.D, President of the University of Science and Technology of Southern Philippines highlighting the innovations initiated by the university in developing a computer system for the Office of the Building Officials of the Cagayan de Oro City Hall which helps fast track processing of permits which accordingly will also help create an HRIS for interested agencies.

Day 2 commenced with a presentation on the topic Learning, Development and Knowledge Management by Executive Director Arthur Luis P. Florentin emphasizing that L&D is an enabling mechanism for management to provide to its personnel. Mr. Jim Ryan Catian of Misamis Oriental Electric Service Cooperative shared a success story on how their cooperative is among the premier electric cooperatives in the country. He shared that talent development and employee engagement were key elements in its success. A very interesting topic on understanding the different types of personalities presented by an expert in life coaching Mr. Ricky John Goyeneche a USA Certified Neuro-Linguistic Programming Master shared his expertise in Neural Language as a very effective tool in employee engagement through effective communication skills.

The 3-day convention ended with the election of members of the board for the Council of Human Resource Management Officers and Practitioners (CHRMP) in Region X which four (4) major positions shall be elected.
