In adherence to the thrust of the Mines and Geosciences Bureau, Regional Office No. X, in keeping the small-scale miners informed of the salient provisions provided under R.A. 7076 and in accordance with the Capacity Building Program of the Mine Safety, Environment and Social Development Division (MSESDD) on Mineral Resources and Geosciences Development (MRGD) for Calendar Year 2021, a one-day Information, Education and Communication (IEC) forum was conducted last July 30, 2021 for the potential small-scale gold miners of Barangay Cauyunan, Municipality of Opol, Misamis Oriental.
This activity provided information to the small-scale miners on the process flow in securing a Small-Scale Mining Contract as provided under Section Five (5) of DAO 2015-03 or the Revised Implementing Rules and Regulations of RA 7076. Moreover, the attendees were oriented on the mine safety practices during the mining operations stage. A total of seventeen (17) small-scale miners attended the activity held at the covered court in Barangay Cauyonan.
The (6) topics discussed included Small-Scale Mining Contract Application (Checklists and Requirements); Two-Year Work Program, Potential Environmental Impact Management Plan (PEIMP); Community Development and Management Program (CDMP); Small-Scale Mine Safety Rules and Regulations; and Basic First Aid.
In the course of the discussion on Mine Safety Rules and Regulations, it was emphasized to the small-scale miners that safety rules and regulations during mining operation are considered as the most vital, particularly on following safety protocols like wearing of Personnel Protective Equipment (PPE) and the Dos and Don’ts in the mining area. Participants were also lectured on the Fundamentals of first aid, and for inevitability of accidents, they were trained on the basic first aid essentials.
An open forum was conducted after the presentations wherein questions and concerns were substantially addressed by the respective speakers. IEC materials on Responsible Mining were distributed during the event.
The measure of understanding of the small-scale miners on the context of what was presented was determined by the result of the post test administered after the lectures marking them a passing score compared to the pre-test given prior the start of the information dissemination.
During the activity, health and safety protocols against the COVID 19 pandemic were strictly implemented like wearing of face masks, face shields, taking of body temperatures and social distancing.
Barangay Cauyunan Chairman, Hon. Epimaco Sacalon expressed his gratitude to MGB-X for the opportunity extended to their small-scale miners, and Engr. Rodante B. Felina then gave his closing remarks to officially conclude the activity.
