The Mines and Geosciences Bureau X hosted a one day activity geared towards the Levelling-Off on the Procedures/Process Flow of Locally-Issued Permits last July 22, 2019. It was attended by twenty seven (27) participants representing the five Provinces of Misamis Oriental, Lanao del Norte, Bukidnon, Misamis Occidental and Camiguin, including the two (2) chartered Cities of Cagayan de Oro and Iligan.
The said activity was anchored on the primary objective of proposing and attaining a standardized process flow of locally-issued permits for a systematic and uniform process based on a consolidated standard process flow. Currently, the different local government units do not follow a single process flow in the issuance of permits.
The body aims to establish a standardized process based on the recommendations and consolidation of the various processes presented by the different LGUs. The said activity also serves as a venue to render some technical assistance on the part of MGB-10 to the Local Government Unit to further capacitate them under the devolution of functions particularly on the issuance of permits and the implementation of mining laws, rules and regulations pursuant to DAO No. 2010-21 or the Revised Consolidated Implementing Rules and Regulations of Republic Act 7942 or – Philippine Mining Act of 1995, at the local level. This is also consistent with the Local Government Code pf 1995 placing the local environment office at the forefront in the management of natural resources in their respective jurisdictions.
After each presentation was an open forum to immediately hear some concerns or clarifications with respect to the different processes as presented by the LGU.
At the end, the activity successfully came up with a compilation of Agreements Reached among the Local Government Units for consideration and/or adoption by the provincial Mining Regulatory board (PMRB) of each Province and City Mining Regulatory Board for the chartered Cities of Cagayan de Oro and Iligan.
