Participants and organizers to the “Capability Building on the Evaluation and Monitoring of Work
Programs for Mining Operations” last June 11, 2018 held at the Grand Caprice Restaurant, Lim ket Kai
Center, Cagayan de Oro City
Forty-four participants representing large-scale mining companies including Industrial Sand and gravel,
Applicants for Mineral Processing Permits, Local government Units from the Provinces of Misamis
Oriental, Misamis Occidental, Bukidnon, Lanao del Norte the City of Iligan and one from the Philippine
Minerals Industry, Inc. (PMDC) converged for a one-day Capability Building on the Evaluation and
Monitoring of Work Programs for Mining Operations.
During the Capability Building activity, the Mines and Geosciences Bureau Region X informed and
discussed to the Participants the new policy adopted by MGB on standardizing the evaluation of work
programs as Mandatory requirements of a Mining Application such as the Two-Year Exploration Work
Program, the Feasibility Study and the Three-Year Development/utilization Work Program: the
evaluation of SHES (Safety, Health, Environment and Social) programs during the Exploration Period
and during Operating Period, and the implementation of a standard Tenement Monitoring Checklist
with Scorecard and a SHES’s Monitoring checklist with Scorecard.
MGB X strongly emphasized that by 2018, particularly during the conduct of monitoring, the checklist
and scorecard will be used in evaluating the performance of a Contractor or a Permit Holder in terms
of its compliance with SHES Programs and to the tenements’ terms and conditions. Accordingly, the
Score generated from the evaluation shall be a basis for imposing appropriate penalties to non-compliant mining contractors/permit holders.
